The plywood or OSB under your shingles can rot from slow leaks, poor ventilation, or age. It is impossible to fully inspect until tear-off. Ask your roofer for a per-sheet replacement price in writing, so there is no guessing later. In Houston's humidity, some decking replacement on older roofs is common.
Some homes have a second layer of shingles installed over the first. Removing two layers takes more labor and adds disposal weight. A good roofer will check for multiple layers during the inspection, but sometimes it is only clear once work begins.
Building codes change. Items like drip edge, specific underlayment, or ventilation requirements may need to be brought up to current code during a replacement. If you are filing an insurance claim, check whether your policy includes ordinance or law coverage, which can help pay for required upgrades.
Old flashing is often reused by low-bid contractors to save money. Replacing step flashing, counter flashing, and chimney flashing costs more upfront but prevents leaks. Make sure your estimate states whether flashing is new or reused.

Rotted fascia boards behind the gutters are common in Houston. They often are not visible until the gutters are removed. Gutters may also need to be detached and reinstalled during the roof work.

Beware the lowest bid. A quote that is far below the others often leaves out items that become "change orders" later. Compare what is included, not just the total.
